Building a Dallas Where Families Can Thrive in Homes They Can Afford

Our Mission

The Dallas Community Land Trust (DCLT) drives transformative change by creating and preserving quality affordable housing, fostering vibrant neighborhoods, and expanding economic mobility through the stewardship of permanently affordable land.

Why It Matters

More than 25,000 Dallas families earning 60% or less of the area’s median income can’t find homes they can afford. Rising prices and property taxes are pushing longtime residents out, deepening the racial wealth gap and weakening community stability.

DCLT offers a lasting solution:

  • Affordability that lasts—homes stay affordable for future generations
  • Land held in trust—protecting community benefit over profit
  • Equity with stability—residents build wealth without losing affordability

What We Do

  • Develop permanently affordable homes through 99-year ground leases
  • Partner with nonprofit organizations that provide homebuyer education and financial counseling
  • Prevent displacement and stabilize neighborhoods
  • Create pathways to generational wealth for historically excluded communities

We work alongside trusted community partners in development, real estate, and homebuyer education to expand access for families earning 50–80% of the area median income (AMI). By embedding stewardship and aligning with community needs, DCLT supports the City of Dallas’s goals for equity, inclusion, and sustainable growth.

What is a Community Land Trust?

Our Roots

TREC Community Investors collaborated with Grounded Solutions Network (GSN) to advance the creation of Dallas Community Land Trust (DCLT). They worked with six nonprofit organizations to design and plan the DCLT, while GSN led public education efforts and explored how the model could support Dallas’ affordable housing goals.

The founding board of the DCLT is composed of seven key organizations deeply rooted in Dallas neighborhoods. These organizations include:

Ossie C. Kendrix

Executive Director

Ossie Kendrix serves as the inaugural Executive Director of the Dallas Community Land Trust (DCLT), where he leads strategic direction, board development, and sector partnerships to advance permanently affordable housing across Dallas. With over two decades of experience in economic development, nonprofit leadership, and real estate, Ossie brings a deep commitment to equity, stewardship, and community-rooted solutions. As a resident of the Dallas Metroplex, he is dedicated to preserving affordability and preventing displacement in the neighborhoods he calls home.
